An owner hires a first employee, sets up the SCDOR Withholding Number, and never opens the SC DEW account in SUITS. South Carolina treats withholding and unemployment as two separate registrations.

This one can cost real money: DEW coverage can start the quarter wages cross $1,500. I would much rather a client check SUITS and find they are fine than learn about it from a late notice with penalties.
