How to Get an EIN in Oregon: 2026 Guide for LLC Owners

| Updated June 18, 2026

As of 2026, how to get an EIN in Oregon is simple: the IRS issues your Employer Identification Number online, free, and the same business day.

There’s no Oregon sales tax permit, but your LLC may still need a state Business Identification Number for payroll. Form your Oregon LLC first, then apply.

How to Get an Oregon EIN for Your LLC

An Oregon EIN is the free federal tax ID the IRS assigns to your LLC; eligible owners get it online the same day, then use it to open a business bank account and, if hiring, to register Oregon payroll accounts through the Department of Revenue.

  • Cost: $0 directly from the IRS; paid filing sites charge $150 to $300 for the same form.
  • Timing: minutes online and same day; fax about four business days, mail about four weeks.
  • Oregon portal: register state accounts in Revenue Online at the Department of Revenue, not the IRS.
  • No sales tax: Oregon has no seller’s permit at all; your state obligations are income tax withholding, the Corporate Activity Tax, and payroll accounts.
  • Who needs one: every multi-member Oregon LLC, any LLC with employees, and any LLC registering with the DOR.

When an Oregon LLC Needs an EIN to Register With DOR

Most Oregon LLCs end up needing an EIN, and not only for banking. The Oregon Department of Revenue requires a federal EIN to register an LLC for its tax programs, so even a quiet single-member LLC often can’t skip it.

Here’s the quick test.

Business type EIN required? Notes
Single-member LLC, no employees Not federally required Still needed to register with Oregon DOR and to open a bank account
Single-member LLC with employees Yes Required for payroll and the Oregon BIN
Multi-member LLC Yes Taxed as a partnership by default; the EIN is mandatory
LLC taxed as S corp or C corp Yes Election filed on Form 2553 or Form 8832
Sole proprietor, no LLC Only if hiring Optional otherwise; many get one for banking and privacy
General partnership Yes Federal partnership returns require an EIN

Oregon DOR’s rule is the wrinkle most competitors miss. An LLC, partnership, or corporation needs a federal EIN to register, while a sole proprietor needs one only with employees or a non-income tax program. A single-member LLC is a disregarded entity for federal tax by default, yet DOR still wants the EIN to register. So “do I really need an EIN” usually becomes “yes, once Oregon registration enters the picture.”

How to Apply for an Oregon EIN Online Through the IRS

Once the Oregon LLC is approved, the application itself is quick and free. The fastest route is the IRS online EIN Assistant, which interviews the responsible party and issues the number on screen.

In Boost Suite’s experience filing across more than 25 states, the entity-classification screen causes more wrong or duplicate EINs than any other field. That’s the one screen to slow down on.

  1. Confirm the Oregon LLC is approved: Run a quick search of the Oregon business registry so the legal name on your EIN matches the Secretary of State record.
  2. Open the IRS EIN Assistant: It’s available Monday to Friday 6 a.m. to 1 a.m. ET, Saturday 6 a.m. to 9 p.m., and Sunday 6 p.m. to midnight ET. The session times out after 15 minutes of inactivity, so have your details ready.
  3. Choose the right entity type: A standard Oregon LLC selects “Limited Liability Company” and enters its member count, not “Corporation” unless it has actually elected corporate taxation.
  4. Enter the legal and assumed business name: Use the exact approved LLC name, then list any Oregon assumed business name separately if asked.
  5. Name the responsible party: This must be a natural person with an SSN or ITIN, usually the controlling owner. A registered agent, nominee, or formation service should never sit here.
  6. Pick the reason and submit: Select “started a new business,” review, and submit. The EIN appears right away.
  7. Download the CP 575 immediately: Save it the second it loads, because the IRS won’t reissue the original; later you can only request a 147C letter instead. You’ll need it for the bank and every Oregon registration.

Oregon EIN Approval Letter: Save Your CP 575 Before Revenue Online, BIN, or CAT Setup

When the IRS approves your Oregon LLC’s EIN online, the confirmation letter is the CP 575. Save it before moving on, because this is the federal proof banks, payroll providers, and Oregon registration portals may ask to see.

What to look for

The CP 575 is not an Oregon BIN, Secretary of State registry number, or CAT account number. It is the IRS letter that confirms your federal EIN and ties that number to your Oregon LLC’s legal name.

Keep the CP 575 with your Articles of Organization and operating agreement so you can use the same legal name and EIN consistently when opening a bank account or registering state accounts.

Important: the IRS does not recreate the original CP 575 later. If you lose it, you may need to request an EIN verification letter, known as Letter 147C, instead.

No SSN or ITIN, or a principal business location outside the United States? International applicants apply by fax or mail on Form SS-4, or by phone at 267-941-1099, Monday to Friday, 6 a.m. to 11 p.m. ET. Fax returns the EIN in about four business days; mail runs closer to four weeks.

One thing worth repeating: you can get the EIN free directly from the IRS. A site quoting $150 to $300 to “get your Oregon tax ID” is charging for a free form. And don’t forget the cap of one EIN per responsible party per day.

Before Revenue Online

Keep the Oregon LLC and EIN details aligned before state accounts.

The EIN is free from the IRS, but the filing should match your Oregon business registry record before you use it for banking, Revenue Online, payroll/BIN setup, or CAT registration. ZenBusiness can help with Oregon LLC formation and optional EIN support so the legal name, entity type, responsible party, and CP 575 record stay organized from the start.

What Oregon LLC Owners Need Before Applying

Gathering a few details first keeps the application to a single sitting. Most of it’s already on your approved Oregon formation paperwork.

  • The approved LLC legal name, exactly as it reads on your Oregon Articles of Organization
  • The Oregon registry number and formation date from the Oregon Secretary of State
  • The responsible party’s name and SSN or ITIN
  • Your entity type and number of members
  • The reason for applying, usually a new business
  • A business mailing address and county

Timing matters more than people think. Approval windows vary, so check how long an Oregon LLC takes and wait for approval before applying, which keeps the CP 575 name matching the state record.

Budget the Oregon LLC formation cost and appoint a reliable Oregon registered agent before you file. Banks also want the EIN, the Articles of Organization, and an Oregon LLC operating agreement to open the business account, so keep all three together.

EIN vs Oregon BIN: Two Numbers From Two Different Agencies

Here’s where Oregon owners get tangled. The EIN is federal; the Oregon Business Identification Number is a state payroll account, and they come from different agencies for different jobs.

Details IRS EIN (federal) Oregon BIN and related state numbers
Issued by Internal Revenue Service Oregon DOR (BIN and CAT account); Secretary of State (registry number); Employment Department (Frances Online account)
Used for Federal taxes, banking, payroll setup, DOR registration Oregon withholding, Statewide Transit Tax, UI reporting, CAT, local taxes
Who needs it Most LLCs; required to register with Oregon DOR LLCs with Oregon employees or payroll obligations

Field Reminder
Aaron Kra’s Oregon EIN vs BIN Reminder

Four out of five Oregon founders who call me think the BIN on their payroll paperwork is their “Oregon EIN.” It is not, and I have watched that one mix-up bounce a bank application and stall a first payroll.

My quick fix: do this the day each number arrives. Write the EIN from the IRS on one line, the BIN from Revenue Online on another, and label which is which. It feels almost too simple, but it is the cheapest insurance against an afternoon stuck on hold.

Bottom line: they’re not interchangeable, and Oregon’s split between Revenue Online and the Employment Department is exactly why owners trip over them.

Oregon Tax Registration After Your EIN: BIN, Payroll, and CAT

The EIN unlocks the state layer, and Oregon’s layer looks different from most states. There’s no sales tax permit, but several accounts can apply depending on payroll, revenue, and location.

No Sales Tax Permit in Oregon

Oregon has no general sales or use tax, so there’s no seller’s permit, resale license, or sales tax ID to register for. Owners arriving from California or Washington often hunt for one and won’t find it. Oregon’s Business Registry Resale Certificate exists for buying goods out of state for resale, but it isn’t filed with the state.

Oregon BIN and Payroll Withholding

Hiring in Oregon means registering for a Business Identification Number before the first paycheck. You register through the Oregon Department of Revenue in Revenue Online, or file Form OR-CER, the Combined Employer’s Registration. That single BIN covers state income tax withholding and the Statewide Transit Tax, which stays at 0.1 percent of subject wages for 2026. Online BIN registrations process within about 30 business days; paper filings run closer to 60.

Unemployment and Paid Leave Through Frances Online

Oregon splits its payroll portals, which catches new employers off guard. Revenue Online handles DOR accounts and the BIN, while Frances Online, run by the Oregon Employment Department, handles unemployment insurance, Paid Leave Oregon, and the quarterly Form OQ. For 2026 the UI taxable wage base is $56,700 per employee and the new-employer rate is 2.4 percent, so they’re two systems and you don’t get one login.

Oregon Corporate Activity Tax (CAT)

Oregon’s gross-receipts-style tax is the Corporate Activity Tax, and it’s not a sales tax. The thresholds matter, because they don’t all kick in at once.

  • $750,000 or less in Oregon commercial activity: excluded, nothing to file
  • $750,000 or more: register for CAT within 30 days of crossing the line
  • More than $1 million: file an Oregon CAT return
  • More than $1 million taxable: file and pay, at $250 plus 0.57 percent of taxable activity over $1 million

One quirk competitors miss: CAT returns can’t be filed through Revenue Online. You register and pay there, but the return goes by mail or an approved e-file vendor.

Field Warning

!

Here is the advice I give every Oregon client with growing revenue: CAT is not a million-dollar problem. Registration is legally due within 30 days of crossing $750,000 in Oregon commercial activity, even though you do not actually file or pay until you are past $1 million.

$750,000 Set the reminder here. This is when Oregon CAT registration becomes the issue to watch.
$1 million+ This is when filing and payment become the bigger concern, but it is not the first deadline.
What I have seen happen: I once had a client eat the $100-a-month late penalty, $1,000 for the year, only because every article they had read said CAT “kicks in at a million.” If you can see $750,000 coming, set the reminder and register early; future you will be grateful.

Portland, Multnomah County, and Metro Taxes

Location adds one more layer near Portland. Businesses in the city may owe the Portland Business License Tax at 2.6 percent and the Multnomah County Business Income Tax at 2 percent. The Metro Supportive Housing Services tax adds 1 percent above $5 million in gross receipts. These are conditional, so they won’t apply to every LLC, and you file them through Portland Revenue Online, apart from the state. After the EIN, an Oregon LLC also keeps up its annual renewal with the Secretary of State.

Oregon EIN and BIN Mistakes That Cost Owners Time

A handful of Oregon-specific slip-ups show up again and again. Most are easy to dodge, and they’re almost always about mixing up which number does what.

  • Treating the BIN as the EIN, then entering the wrong number on a bank or payroll form
  • Assuming “no sales tax” means no Oregon registration at all, and missing payroll, CAT, or local accounts
  • Believing CAT “starts at $1 million” and blowing the $750,000 registration deadline
  • Trying to file the CAT return through Revenue Online instead of by mail or e-file vendor
  • Listing a registered agent or formation service as the EIN responsible party
  • Applying before the Oregon LLC is approved, so the CP 575 name doesn’t match the state record

Finding a Lost EIN or Oregon BIN

Misplacing the EIN happens, and it’s recoverable. Check the CP 575, an old tax return, or your bank records first. If those come up empty, you can recover a misplaced EIN by calling the IRS Business and Specialty Tax Line and requesting a 147C verification letter.

The Oregon numbers live elsewhere. Your BIN and CAT account sit inside Revenue Online, and your registry number is on the Secretary of State record, never with the IRS.

Some changes need a new EIN; many don’t. Converting a sole proprietorship to an LLC, or going from single-member to multi-member, generally requires a fresh EIN, while a name or address change does not. Report a responsible-party change on Form 8822-B within 60 days, and elect a new tax classification on Form 8832. Owners weighing whether to keep managing this solo can use a side-by-side look at Oregon LLC services to compare registered agent and compliance options.

Oregon EIN and BIN: Frequently Asked Questions

A few questions surface on nearly every Oregon LLC EIN call. These cover the federal basics plus the state-specific details owners ask about most.

Is an Oregon EIN the same as an Oregon BIN?

No, and treating them as one number causes real headaches. The EIN is your federal tax ID from the IRS; the Oregon BIN is a state payroll account from the Department of Revenue. An Oregon LLC with employees needs both, each kept on its own line in your records.

Does Oregon have a sales tax permit or seller’s permit?

No. Oregon has no general sales or use tax, so there’s no seller’s permit, resale license, or sales tax ID to register for. If a form asks for an Oregon sales tax number, it’s the wrong form for this state. The Corporate Activity Tax and payroll accounts are separate obligations, not a sales-tax stand-in.

Do I need an FEIN to register my Oregon LLC with the DOR?

Yes. Oregon DOR requires a federal EIN to register an LLC for its tax programs, full stop. That holds even for a single-member LLC that wouldn’t strictly need an EIN for federal income tax, which is why most Oregon LLCs get one early.

When does my Oregon LLC have to register for the CAT?

Register within 30 days of reaching $750,000 in Oregon commercial activity for the year. Don’t wait for the $1 million mark, since that’s only when filing and payment start. Missing the $750,000 window is exactly what triggers the late penalty.

Can I file my Oregon CAT return through Revenue Online?

No. You can register and pay CAT in Revenue Online, but the return itself can’t be filed there. It goes by mail or through an approved e-file vendor, per current DOR guidance.

Why does Oregon use both Revenue Online and Frances Online?

Because two agencies run them. Revenue Online is the Department of Revenue’s portal for tax accounts and the BIN. Frances Online is the Employment Department’s portal for unemployment, Paid Leave, and quarterly Form OQ reports. As an employer, you’ll log into both.

Is an Oregon EIN really free?

Yes, completely. The IRS issues it at no cost through IRS.gov. Any service charging $150 to $300 is billing for filing a free form on your behalf, not for the number itself.

Can a foreign-owned Oregon LLC get an EIN without an SSN?

Yes. When the responsible party has no SSN or ITIN, skip the online tool and file Form SS-4 by fax or mail. International applicants with no U.S. base can instead call 267-941-1099. It’s the same free EIN; the paper path just takes longer, often a few weeks by mail.
